Why a small patch isn't priced by the foot
Every visit carries a minimum service charge, usually $350 to $500. It pays for the trip, getting onto the roof, the inspection and the materials.
So a patch of a few square feet costs the minimum. The per-foot rate kicks in once the job is bigger than that.
What pushes the per-foot price up
-
Size of the damaged area
Your flat roof repair cost per foot drops as the job grows. Small areas cost more per foot.
-
Roof access
Hatch-only roofs with no bulkhead, or a tight rowhouse roof, mean more time hauling material up.
-
Existing layers
Two old roofs stacked up take longer to cut through and tie into.
-
Wet insulation
When a core cut finds soaked insulation, it comes out before new material goes on. Older roofs hide this more often.
-
Parapets, drains and ponding
Every parapet and drain needs flashing. Standing water that keeps your roof wet adds work too.
-
Emergency calls
After-hours work on a leak that can't wait for a scheduled day costs more than a planned visit.
When the per-foot math says replace
Repair stops paying off once damage or wet insulation covers a large share of the roof. Same when the roof already carries its maximum layers, or the membrane is near the end of its life. At that size, patching by the foot costs close to a new roof.

Yes. Both come with the free estimate, so they aren't added on top of the per-foot rate.
Sometimes. Sudden damage like a storm tear can be covered, while wear and age usually aren't, so check your policy.
$4 to $7 a square foot for coating, against $12 to $25 for a patch. Coating only works on a sound roof, though. It won't close a hole.
